a flavored lollipop that has a tootsie roll in the middle (a chocolatey taffy type candy)...cherry is my favorite
in the 70's while the saturday morning cartoons were on they would advertise with an animated owl looking very studious asking "how many licks does it take to get to the center of a tootsie pop?" then he would start licking and say "a-one, a-two" and then CRUNCH he'd bite it. it is a classic in 70's american pop culture.

The question is moot, though....there are so many variables, like...what is the surface area of the tongue. How much saliva is produced. etc.
Impossible answer....my guess is 2764.
